Facilitating Suffolk's Special Order by Consent Program Using GIS Solutions

The City of Suffolk (City) has entered into a Special Order by Consent (SOBC) with the VA DEQ and other agencies to reduce Sanitary Sewer Overflows (SSOs) from the wastewater collection systems. SOBC activities generate large amounts of data regarding the City's sanitary sewer system. A planned, uniform approach to data management, integration and coordination was required in order to streamline the management and deployment of data and applications. A GIS-centric solution to store data and facilitate concurrent user access to software applications was developed. ArcGIS Desktop, SDE, and Citrix Technologies were used to centralize data and analysis capabilities. The program team also integrated data from key activities to provide analysis, reporting, and cartographic products that supported decision-making on the SOBC program. The result is an effective solution, focusing on the short-term needs of the program team with a long-term goal of migrating key components to the City's Enterprise GIS.
