Flood Hazard For The Public: An Arc Server Case Study

Flood hazard mapping is a critical component of emergency management. Current information dissemination efforts do not necessarily mesh with public consumption habits. Three years ago, the West Virginia GIS Technical Center created an ArcIMS interactive map to help citizens determine whether their structures were inside FEMA flood plains. This tool has been widely praised by citizens for its simplicity, approachability, and effectiveness. However, it also suffered from critiques related to availability and performance, particularly for rural citizens. This presentation will discuss the design and development process of moving from ArcIMS to ArcServer for this mission critical application. Attention will be given to discussions with relevant stakeholders and the 'lessons learned' from users. The presentation will also discuss how those conversations shaped choices in both technology and interface.
