Abstract

PACAF Electronic Base General Plan (eBGP) Toolkit
Track: Defense and Intelligence
Authors: Michael Broten, Gregory Spencer

The Electronic Base General Plan (eBGP) is a web-based interface used throughout the Pacific Air Forces (PACAF). This interface allows base development personnel to interactively edit and track project locations. Projects are rendered into geospatial layers based on project type and project status. Dynamic links between project layers and the ACES Project Management (ACES PM) database allows automatic project status display and embedded hyperlinks allow the user to readily access detailed ACES PM data listings. eBGP includes a number of planning constraint layers that Community Planners normally use when siting new projects (airfield surfaces, accident potential zones, environmental constraints and explosives QD arcs). eBGP's geospatial editing capability allows authorized users to digitize and edit project locations and attributes. Additional elements of this toolkit include the Airfield Obstruction System (AOBS) and the Space Utilization Management System (SUMS). This toolkit has been implemented at all of the main PACAF bases.
