Using GIS in a non GIS environment

The Department of Interior has an enterprise license with ESRI for software and services. The Office of Natural Resources Revenue (ONRR) as part of the department has access to these resources but no formal program for their use. A study was conducted using data and support from the BLM and other sources to verify transportation allowances used as deductions from Federal oil and gas royalty payments were made correctly. ARCMAP was used to determine target leases by location in reference to their location to transportation pipelines and the differing charges placed on specific pipeline laterals in the subject basin. New techniques for cross referencing between BLM location specific data and ONRR royalty payment data were developed and are in use in ongoing investigations in the San Juan Basin of New Mexico. The study resulted in more than 45 companies being contacted concerning 60 leases located in 40 separate townships.
