The California Owens Valley and the Mono Lake basin are an important water resource for the Los Angeles Department of Water and Power (LADWP). Tetra Tech orthorectified 9000 historical aerial images collected over 80 years. For easy viewing and multi-temporal analysis of the imagery Tetra Tech created an API for LADWP. By employing the ArcGIS Server API for Flex, Tetra Tech was able to customize the appearance of the application and create an interface that easily allows the client to see all of the historical imagery in the regions through time. The ability to view the datasets as overlays in a web application allows the client to view change over time. The Flex viewer allows for easy deployment of the application without programming. Tetra Tech was able to customize the widgets providing the essential GIS client functionality by utilizing the XML config file provided by ESRI support.
