A GIS Based Waste Discharge Origin and Reporting System

The Sanitation Districts of Los Angeles County (Districts) protect public health while providing cost-effective solutions for wastewater and solid waste management. Customers of the Districts' Puente Hills Landfill are required under a conditional use permit to verify loads originating from unincorporated areas. The Districts relied on an inefficient process of verifying address locations, which often required customers to fill out waste origin forms that resulted in a tremendous amount of error corrections.
The Districts saw a tremendous cost savings by streamlining the reporting process through GIS technology. Web-GIS based tools were developed to allow customers to file their origin information using an intuitive map coupled with a parcel land base. Users of the system could store routine routes electronically to avoid repetitious filing or use historical filings as a starting point. The Mapping component is built on ArcGIS Server and Flex Technologies.
