Abstract

GeoDesign for the CA Alluvial Fan Task Force
Track: GeoDesign
Authors: Boykin Witherspoon

CA State Assembly Bill 1147 established the AFTF, members of the task force were charged with developing a model ordinance that will reduce long-term flood damages in future developments.

The task force developed an integrated approach (GeoDesign) methodology based fundamentally on landscape capability and land use suitability. The approach allows for developers and counties to pre screen proposed designs prior to formal submission of an EIR under CEQA. The pre screening is based on a complex set of scientific factors that include factors applicable to avoidance of risk and factors conducive to development on alluvial fans. The AFTF also developed a listing of existing building codes, and design element recommendations applicable to alluvial fans.

The AFTF is currently designing a Web Portal that will allow developers and counties to sketch proposed design elements and get feedback on risk avoidance and beneficial values on alluvial fans
