Each of the four Services (Army, Navy, Marine Corps and Air Force) has facilities generally known as 'morale, welfare and recreational', or MWR. These facilities are used by Service members and their families, and include gymnasiums, swimming pools, athletic fields and playing courts. Historically, the facilities have been used as purely a recreational opportunity, but more recently have been recognized as valuable options for physical endurance and strength training as well as for the rehabilitation of wounded warriors. Maintenance funding has not kept pace with increased use. This has resulted in a deterioration of the facilities.
A GIS-based tool to capture and display deficiencies in way which would be useful was implemented. Visualization on the map, combined with a simple assessment methodology provides a visible indication of conditions. This, in turn, allows manager to graphically portray conditions at the installation to garner support for repair efforts.
