CREATING AN AMERICAN MULTIPURPOSE CADASTRE (AMPC): AN ACTION PLAN

Existing land information institutions that support land use decisions are not adequate to meet 21st century demands. The parcel and local government level is where most of these decisions are made, land interests are determined, and authoritative land data established. These concepts are used to design an AMPC that introduces institutional change and satisfies 21st century demands. An action plan for creating this AMPC includes the following stages: (1) Capture Existing Authoritative Data; (2) Expand the Domain of Authoritative Data; (3) Develop a Registry of Public Interest Documents; (4) Retain the Option of a Title Registration System.
