The GIS Centric Enterprise – A Case Study

GIS centric asset management in a water utility provides a unique opportunity for the GIS function to develop a strategic role in utility information management. We are convinced that the COTS based GIS-centric software (ESRI, Cityworks, Iwater, Infowater ) will deliver the required functionality such as geoprocessing, data model, mapping, field access and process improvement . But will the utilities be positioned to take advantage of the opportunities GIS can provide?
While all utilities suffer somewhat from the "herding cats syndrome, the Otay Water District has made a long term commitment to utilize an enterprise GIS-centric approach as best we can. Our challenge is to implement GIS centric architecture, software and processes that work together. This presentation will present our current state of development in reaching this lofty but elusive goal and demonstrate a unique use of a spatial flex viewer on an integrated approach to GIS based asset management.
