The earthquake struck off the coast of Japan on March 11, 2011, churning up a devastating tsunami that swept over cities in the northern part of the country. Just after the occurrence of Tsunami, we immediately started the development of a mobile data collector on iPad for emergency safety check of buildings. The emergency safety check is a decision made on site by architects or municipal employees about risk degrees of collapse of buildings. Important factor was making digital input process to be as similar manner as possible compare to those had been done in paper based work. Hence, the user who are not familiar with a digital input method can also adopt the digital terminal easily at field.
In municipalities that were quick in disaster counter response, their employees could take initial actions by collecting and managing location-based data at the damaged area on Web-GIS based on ArcGIS server.
