Clark Regional Wastewater District is a regional agency in located in Southwest Washington State that manages wastewater collection and conveyance. The District has been providing wastewater collection services for over 50 years to the unincorporated urban areas of Clark County immediately north of the city of Vancouver. In 2010 the District identified the need for a systematic approach for evaluating and rehabilitating its aging infrastructure. The District leveraged its investments in GIS, MMS and CCTV data collection to develop an easy to understand Restoration and Replacement program (R&R). With this evaluation completed, District staff is able to develop R&R projects and schedules that are both environmentally and financially responsible.
This program will detail the development and implementation of the District's R&R program. Although the emphasis will be on the technical aspects, other important factors such as buy-in by management, the Board of Commissioners and departmental staff will also be discussed.
