Building Parcel Level Socio-Economic Database with Census Data

As a Metropolitan Planning Organization, the Southern California Association of Governments (SCAG) is required to prepare a Regional Transportation Plan every four years. The RTP preparation process requires various socio-economic data and spatial data.
SCAG has maintained a huge database based on the minimum planning unit (MPU), split of parcel and 2000 Census block. 2000 and 2010 Census block data were assigned into each MPUs according to their land use information. This process was associated with heavy GIS work and spatial regression. As a result, about 5.3 million MPUs have housing unit, household, employment information and can be aggregated at any geography level such as parcel, block, track, TAZ, city, sub-region, or county because each MPU was overplayed with those boundaries.
The presentation will show how to design database with various data and integrate to Census data and how ArcGIS functions work in the procedure.
