o Rwanda Rural Feeder Roads GIS: Data Development and Analysis

• Agriculture is vital to a developing economy and integral to that development is a sustainable road network that connects farmers to market. In Rwanda the roads that provide this connectivity are in need of rehabilitation and the establishment of a maintenance system. Working with local teams and government officials, the project team developed a GIS providing mapping and analysis capabilities for road segments that meet criteria for investment. Utilizing linear referencing, the system allows data collection to occur with standard GPS equipment and be quickly integrated. Decision makers can visualize how criteria are combined to develop proposed roadway projects and estimate and accurately allocate project resources based on the length of the road segment and proposed rehabilitation tasks. Access to the roadway data is available through ArcGIS Desktop for editing and analysis and through an ArcGIS Server Web Application for viewing and querying.
