The absence of authorized cadastral forest maps in Greece over the years has raised many issues regarding land administration, state-private property rights and eventually management of forestlands. The recent institutional provisions on cadastral forest mapping require wide public (electronic) notification for forest map geospatial content, digital appeal registration, and processing. An innovative web-based GIS application along with the respective procedures is designed and implemented by KTIMATOLOGIO S.A. using VB.NET, ArcSDE and Oracle as well. The application involves digital cadastral forest maps suspension on the web and digital registration and multi-step processing of appeals via internet. It provides geoprocessing tools for users to dynamically query and update their data, navigate forest maps and orthoimagery, identify features, digitize their appeals, measure distances and areas and pay fees. This paper is focused on the issues, requirements and services of a challenging project empowered by GIS technology.
