This paper outlines the transformation and development of GCPs in digital form populated and migrated into a spatial database which served as a basis for ensuring the geolocational accuracy of other geospatial input within the desired tolerance thus enabling such output of the seamless imageries. The development looks from the outset of collecting GCPs in analogue till the stage of exploiting the GCPs in digital using ArcGIS. The three phases of the development are collection, digitization and management of the GCPs.The collection phase studied the accuracy of collection and conveying the information, distribution of the GCPs, datum and projection. The digitization phase assessed the GCPs for accuracies prior to digitization to omit human error during conveying of the information of GCPs from ground to sketch by using triangulation. The management part had looked at the structure of how the GCPs being shared, disseminated, exploited in the form of chip database and updated.
