Mapping Evapotranspiration for Water Rights Litigation in Idaho

Evapotranspiration (ET) data are needed to deal with present and future water supply conflicts in Idaho and other areas of the western US. The Idaho Department of Water Resources (IDWR) and the University of Idaho developed satellite-based energy balance procedures to compute and map actual ET from Landsat satellite images. ET data is now used in administration of water right disputes. The procedures used to develop, map, and analyze ET data that were used as a "legal finding of fact in water rights litigation are described.
