Regional Hub for Flood/Emergency Management and Integration with ArcGIS

Global and local data centers, such as the Global Runoff Data Centre (GRDC) in Germany and the Capital Area Council of Governments (CAPCOG) in Texas, are often acting as information collection and distribution platforms, or Hubs. Due to its mandate, CAPCOG is required to share data amongst other agencies for the purposes of flood forecasting and warning, infrastructure management and public safety. Typical hydrological measurements, like water level, or discharge information is updated every 5 or 15 minutes. This results in a nearly continuous stream of data. The key objective for a Hub is to aggregate all the information from various sources to a consistent set of measurements, as well as to provide standardized and derived data products, algorithms and access options for the users. Based on the WISKI system, the CAPCOG HUB is capable of providing spatial access to time-based information using the ArcGIS Javascript Client and ArcMap application.
