A GIS and transportation model interface is used to associate U.S. Census Tract and Traffic Analysis Zone (TAZ) information in order to account for populations within Environmental Justice (EJ)- Low Income and Minority U.S. Census Tracts. The transportation model generates Vehicle Miles Travelled (VMT) within the Census Tracts to assess growth between existing and and future land use scenarios based on proposed General Plans. This information is then used to analyze if the EJ Census Tracts are being disproportionately affected by transportation projects from the Regional Transportation Plan.
