In this time of tight budgets and high workloads, efficiently leveraging available resources is critical to maintaining a city's operations. The city of Imperial Beach, a small city in southwestern California is in exactly this situation. They saw implementing a GIS as a powerful means of enhancing city management functions. This has been accomplished through the use of basic but powerful software, ArcGIS 10.1 for Desktop, Publisher Extension with ArcReader, and ArcPad on a GPS. These components are used in combination to maintain and serve data stored in a File Geodatabase and linked to the city Permit/Violation database. This implementation allows a single GIS staff to serve all departments with custom map viewers, printed maps and GIS analysis for project support. Current and future projects include creating standardized address points, scanning and linking improvement plans and maintenance records and building mobile applications for internal and public access.
