GIS and public lighting management in Gabon

With the liberalization of the electricity market and the significant increase in energy costs charged to municipalities, public lighting has become a major issue. In many communities of Central Africa, the energy consumed by lighting and maintenance costs represent 50-60% of the annual budget of these institutions. In Gabon, the government has established a national council water and electricity (CNEE) as an advisory body, judicial and executive management to ensure public lighting networks and community facilities with potable water and electricity. One problem identified is the lack of an integrative tool for monitoring and reporting operations on these infrastructures. In January 2012, the CNEE in partnership with GEOCOM chose geographic information systems (GIS) as a technological perspective can improve knowledge about their spatial distribution and connectivity with feeding stations. The results will help to develop better maintenance budgets, know the areas not covered and expand the network expansion as needed.
