The Use of GIS in CONNDOT's Office of ROW

In 1999, CONNDOT's Office of Rights of Way(ROW)implemented an electronic document management system that provides access to specific parcel data along with millions of digital documents and maps. The program is identified as the 'Image Records Management System' (IRMS). We have recently upgraded the system to integrate GIS technology. The user opens the IRMS to view appropriate data, documents and maps and then has the option of accessing the GIS environment (the IRMS Map Viewer)through ARCGIS Server Manager. By viewing spatially correct parcels overlaid on Bing aerial photos,wetland and other appropriate data layers we are using a map-based decision support system that interfaces with the critical information found in the IRMS to create an integrated solution for greater productivity and increased decision analysis. By using this alternative perspective we gain a greater understanding of the impact of our road constructions projects resulting in a more efficient ROW acquisition/release process.
