GIS for Land Use Policy Development & Implementation

In 2011, Maryland sought to curb septic pollution in the Chesapeake Bay, resulting in the Sustainable Growth and Agricultural Preservation Act of 2012. By requiring local governments to map "growth tiers" based on local programs, policies, and current land use, this landmark legislation limits septic development and promotes growth on existing infrastructure. MDP's GIS-based analysis was used throughout the legislative process to prepare for, defend, and implement the legislation.
Initially, MDP used GIS spatial analysis tools to determine existing and future residential septic systems illustrating the need for the legislation. During the 2012 legislative session, the department's GIS-based analysis tools were engaged to produce potential growth tiers maps and estimate the nutrient pollution savings that could result from the bill. MDP's0 GIS-based solutions were used to assist local governments with implementation, including a web application using ArcGIS.com (www.mdp.state.md.us/OurWork/SB236Implementation.shtml).
