Capturing Spatial Data Integrating Land Use ePermitting Services

The New Jersey Department of Environmental Protection has developed a wetlands Letter of Interpretation (LOI) service, leveraging GIS services to efficiently enable submissions of LOI applications online. NJDEP provides this service through its Regulatory Services Portal (RSP). What is unique in the RSP-LOI service is NJDEP is accepting uploaded GIS files as part of the application. The LOI service calls geoprocessing services to accept, validate, and process the GIS files to determine if there may be environmentally sensitive interests at the LOI site. Upon submission, the features from the GIS files are passed into feature classes in a geodatabase for review by NJDEP staff. Results from the earlier geoprocessing service determine what additional NJDEP staff participate in the review. As the review proceeds toward final LOI issuance through NJDEP's New Jersey Environmental Management System (NJEMS), additional services guide the final LOI features into NJDEP's production enterprise geodatabase.
