Abstract
Parcel Editor Technology for Land Administration Efficiency and Flexibility
Track: Cadastral and Land Records
Authors: Ian Harper
Parcel Editor (PE) technology was developed in Australia and now several States are implementing projects that include:
• Increasing the spatial integrity of the cadastral database
• Portal lodgement of intelligent XML survey title plan files with some immediate validation tests and automated spatial integrity examination tools.
• Strategies to accept survey/cadastral fabric datasets from surveyors to increase the spatial integrity of the database at a time where government resources are reducing.
• Legislation to utilise the cadastral fabric to generate coordinates to legally define land boundaries.
These projects are facilitating the transition from the measurement based title systems of the past to the position based digital title systems of the future and the validation workflows inherent in PE will achieve the highest spatial outcomes from the data available.
The presentation will discuss the outcomes of these projects and some of the issues being faced.
