Quality Management Plan for Street Surface Assessment Program

The City of Houston is working with Idea Integration, a business solution provider in Houston, to implement a Quality Program for our automated street surface condition assessment program that's responsible for assessing 16,000 lane miles of city streets.
Houston's SSAV program includes a dedicated vehicle that uses ArcEngine-based GIS processing of GPS and distance measurement data to provide location references for instrumentation measuring distress in the pavement surface including, cracks, roughness, and rutting and 360 degree video.
The Quality program will be divided into three areas. The first will address quality management prior to data collection. This will include proper training of employees as well as assuring that the computer systems and data collection instruments are in proper working order. The second will ensure that data collection in the field follows established procedures. Finally, quality management after the data collection is completed will focus on data processing and variance analysis.
