The GIS landscape of regional government is highly dynamic, needs are often temporal and, as the tides of technological opportunities ebb and flow, solutions are embraced and ephemeral. Solutions grow from the past, solve for today and irons are always in the fire. While data needs are often similar delivery is constantly changing and becoming more efficient. Returns are often intangible, product integration and functionality is expected and users are going ever more mobile. Good GIS shows good design; bad GIS shows off itself.
