Developing a Building and Land Information System for Local Government

Managing and disseminating information on building and land assets has been a challenge for Fulton County. Information on hundreds of land parcels, buildings and small structures had long been stored in paper files and spreadsheets. In 2011, the Department of Information Technology embarked to develop a GIS-based information management system for county buildings and land. Over a 4-month period, over 200 sites were visited and nearly 900 structures were inventoried and loaded into the enterprise GIS database. A web-based editing interface was developed to allow maintenance of this information, along with an interactive mapping application to give the enterprise the ability to locate and view information on associated land, structures and services. Today the Building Land and Lease Information System (BLLIS), developed at virtually no cost to the county, is proving useful for facility work order management, for emergency planning and for assessing the availability of county services.
