Improving AF Utility Data via ArcGIS Server and Behavior-Based Functionality.

Air Force Materiel Command (AFMC) is comprised of 9 Bases and multiple away sites. Included in these assets are some of the world's largest military installations. The volume of utility data found within these locations is overwhelming, while data accuracy is crucial to AF missions. The challenge of maintaining large datasets and ensuring mission operation required AFMC to review their utility sustainment. To address this issue, AFMC underwent a project to determine a method for maintaining utility data. This project took a behavior-based approach that impacts both GIS administrators and field crews. Instead of undergoing a source review or field collection process, AFMC used ArcGIS Server, network tracing, and web-editing to recreate utility behavior. By demonstrating system behavior, users can determine if data accurately reflects real-world behavior. This effort allowed AFMC to use ESRI technology to assess discrepancies between enterprise and field data to better utilize and maintain utility data.
