The improper dumping for municipal solid waste(MSW) is a serious threat to human health and environment.Open-dumps cause degradation of environment since they are susceptible to burning, groundwater pollution and exposed to scavengers and disease vectors. Our approach involves the development of a GIS Prioritization-Decision-Tool-interface for dumpsite rehabilitation through i-building GIS-database for each of 670 field truthed dumps covering Lebanon, ii-creating a Risk-Sensitivity-Index-model(RSI), iii-building-decision tree model to define the appropriate rehabilitation procedure, calculate average($/m3) & total cost(US$). The RSI was estimated through ARCGIS-Model-Builder, while ArcObjects codes were used to build the interface, run the decision-tree-model, rank dumpsites, calculate costs, enable classifying dumps according to RSI-score. The designed ArcGIS interface has the power to model and analyze extremely large and complex databases. The developed prioritization tools make master planning fast, easy, cost-effective,& accurate. Moreover, the model result exposed the high priority sites to be considered with a 52M$ as total cost of rehabilitation
