Leapfrogging and Geospatial Capacity Building in the Developing World

U.S. Census Bureau geospatial assistance to national statistical organizations has focused on data collection and dissemination. Enterprise GIS and web-delivered content are new areas of interest. Some NSOs are up to three census cycles behind developed world geospatial technology, presenting the opportunity to leapfrog steps in geospatial development. Solutions for basic tasks have expanded, but legacy solutions remain. Barriers include institutional inertia and security of statistical data.
