Imagine noise being a geographically distributed limitation in railway capacity planning. That there is a limited amount of ‘noise space’ available, just like availability of railway tracks and switches.
This idea is the main concept of a new Dutch law on noise pollution: Noise Production Ceilings (NPC).
The presentation explains NPC's. It shows how the new law affects business processes at ProRail and how new this is supported by custom developed ArcGIS applications.
