The performance of a parks department cannot be measured merely on a financial or efficiency basis, it is also uniformly measured on its equitable allocation of resources to serve all residents. Los Angeles' Department of Recreation and Parks has built a GIS-based decision support system that uses network and demographic analysis to measure access to current parks, identify gaps in service, and analyze scenarios for construction or improvements that enables the Department to maximize resources.
