USACE nationally performs flood risk management (FRM) studies requiring first floor elevations (FFE) for structures. These elevations are important in defining damages for the study. Historically, surveying methods were used to establish FFEs. USACE developed a more cost effective and expedient GIS method of establishing FFEs than traditional methods. USACE set out to prove that Lidar-derived FFEs coupled with construction standards would provide a suitable FFE for USACE's standard FRM Studies.
