Spatial Analysis on Foster Care Placements: Does Location Matter?

When CPS removes a child from their home, the hope is to resolve the case with a planned permanent exit (reunification, or adoption) as quickly as possible. This study evaluates the spatial relationships of cases resulting in such exits. Using hot spot analysis we evaluated if the location a child lives prior to removal impacts placement type, time spent in care, and the likelihood of a permanent exit. These analyses reveal specific areas where permanent exits are more or less likely exist.
