Emergency evacuation is often recognized as an effective mitigation measure for reducing flood related casualty and property loss. This presentation proposes a new modeling framework that simultaneously integrates flood hazard propagation and evacuation routing. This framework will help determine evacuation times from a dynamic road network and traffic condition based on flood propagation. Model results would be closer to reality and beneficial for informing safe and efficient evacuation.
