In this paper, a phased evacuation strategy for making efficient use of limited network capacity is proposed. A traffic simulation based optimization model of time-dependent stage-based evacuation strategy that minimizes network clearance time is formulated. The introduced model is applied to a virtual network. With assumption of strong Tsunami, a network with categorized risk-level of Laguna Beach in California was constructed by DEM and GIS data. And various evacuation scenarios are compared.
