EJ focuses on equal access to a healthy environment for vulnerable communities. Due to the complex definition of EJ, locating communities with EJ issues is rarely easy, particularly for a large area like Seoul. This paper presents a systemic approach that identifies the spatial locations of communities with EJ issues. It identifies communities with EJ issues in Seoul employing spatial cluster analysis and spatial data like land use, demography, and air quality.
