An ArcGIS Tool for Creating Equitable Regions

A set of features of the same class is often required to be divided into several regions (subsets) in a way that each region gets a near equal collective value for an attribute of the features and the resultant regions do not overlap. This kind of regions formation is of great importance in many applications especially in the field of optimization and decision support. This paper introduces an ArcGIS tool to solve this spatial analysis problem. The use cases of the tool are also discussed.
