Geocelle-Network a Way to Cooperate Better in a Crisis

Under the terror exercise Oslo in 2006 I got the idea of the concept Geocell-Network. The idea is to be able to share geospatial information and geo resources across organizations on a low level.
In the last years the municipality, police, Home Guard, County Governor in the city of Oslo has taken this concept in us in different co-exercises, with big success. I will talk about the idea behind the Geocell-Network, and way it has become such a big a success in the city of Oslo.
