Emergence of new metering technology has allowed the District to gather information on parking behavior of users. To date, a challenge has been identifying where parkers 'chance' the system and overstay parking meters in lieu of parking off-street or turning over parking spaces for other users. Using nearly 10 million transaction records as well as GIS analytic capabilities, the District is able to geostatistically and temporally assess overstay patterns to better inform enforcement and policy.
