Minimizing Traffic Delays on Road Network Damaged by Earthquake

Estimating the route to minimize traffic delays for citizens heading
to evacuation areas is important to develop disaster risk reduction
strategies. Using Dijkstra’s optimization of the ArcGIS Network
Analyst tool, the author computed the shortest-time route depending on
the transportation costs of the existing road network weighted by
seismic vulnerability and fragility against scenarios of Nankai Trough
earthquakes. The traffic delays due to road obstacles after an
earthquake were quantified.
