Calculating Roadway Congestion

To calculate congestion, the process builds on the work of TxDOT’s Ranking & Scoring tool but differs by not using INRIX speed or daily volume to capacity ratios. Method used evaluates roadway segments in 1 mile increments & compares density of vehicles measured in feet & resulting space between vehicles along the segment. An ArcGIS linear referencing tool & Python script were used to merge line work with a road inventory table. Results showed where congestion was heavy, moderate and light.
