San Mateo County sought to conduct a place-based, data-driven community planning process to develop an intervention addressing youth vulnerability. To determine which neighborhoods would participate, indicators were selected to calculate a community need index and community readiness index. Community need and readiness were mapped using a bivariate choropleth technique to determine neighborhoods with high levels of both, which were then selected to participate in the community planning process.
