Evaluating the Minneapolis Neighborhood Revitalization Program

How do you assess the results of a neighborhood revitalization program? In the absence of a proper control group, this project paired Minneapolis neighborhoods with similar counterparts in the adjacent city of St. Paul. Spatial tools and regression analysis of Census data demonstrated that Minneapolis neighborhoods fared better over time than their counterparts in St. Paul. Other locales can use this technique to effectively evaluate their own community development programs.
