Geographic Information Systems (GIS) is an essential component in alleviating the effects of prolonged drought and limited water supply. The Secretary of the Interior approved the Colorado River 2007 interim guidelines which introduced the Tributary Intentionally Created Surplus (ICS) program. The ICS program allows for certain types of unused Colorado River irrigation water to be reclaimed by intentionally fallowing areas and returning unused water to the system for credit.
