Designing Engineering and Planning Databases for Compliance with the Washington Growth Management Act and NPDES Stormwater Permitting

The City of Spokane is developing a Stormwater Management Plan and preparing applications for the NPDES Municipal Stormwater Permit required under the federal Clean Water Act. Additionally, the City is implementing the planning activities associated with the Washington State Growth Management Act (GMA). To meet the objectives of state and federal requirements, Spokane is implementing a well-conceived data automation project. A robust set of databases is being designed to provide managers, planners, and engineers with a variety of cadastral, critical area, planimetric, and topographic coverages for making accurate decisions.

Prior to automating the numerous coverages, the design team (City, Merrick, Esri, and Marshall) evaluated the diverse project objectives. The steps required to develop the conceptual and physical definition included (1) understanding the specific database needs for both GMA and storm water applications, (2) reviewing existing conceptual/requirements studies, (3) holding a database design workshop, (4) preparing a physical design, (5) developing the data dictionary, (6) automating a prototype data set to "prove" the design assumptions, and (7) load on-line database dictionary.

Also, the design team developed an on-line data dictionary for the City. This dictionary resides in INFO and is accessible via UNIX-based AMLS. To allow engineers the ability to define impervious surfaces for storm water runoff computations, a polygonal database structure had to be integrated into the physical design of the planimetric features. Additionally, three-dimensional contour data are being represented as both point and line to best model the terrain for hydraulic modeling.

This presentation will focus on the unique database design criteria mentioned above, which were used to facilitate the engineering and planning applications.
