Public Access to GIS, Data Publishing, Distributed Databases

State agencies in Missouri are rapidly embracing GIS as a technology for the study, management and distribution of information about the state. There is evidence of a growing need to share information between agencies and assist the development and adoption of information standards, documentation and GIS expertise within the agencies. To address these needs the governor issued a directive calling for a coordinated development of GIS technology. Part of the development plan is the establishment of a State Spatial Data Center housed at the University of Missouri. This paper focuses on the creation of such a center including its mission in the plan, the adoption of documentation (metadata) standards and communication links required to make it successful in its service to state agencies, Missouri citizens and other users of spatial information.
