Street Address Database Creation: Concept, Programming, and Error Tracking Procedure

The emergence response project is heavily relied upon updated digital street address database. This type of street address database provides direction and access of streets, and linear relation between streets and point locations, such as accident location, structures and houses. Unfortunately, a few street address database are available. Most commonly used 100K scale TIGER files are either out of date or lack of enough resolution to be used in real E911 project.

This article discusses the concept of how to use GIS functionality to create street address, basic elements ofthe street address database, standard address segment, linear mode between streets and point location, as well as procedure flow chart.

The paper also discusses how to define different elements among street address database, and how to use AMLs to purse semi or automatic process of street address database creation. The error tracing is an important part of street address database creation. The paper analyzes common errors and procedures to track down these errors as well as fixing them using AMLs.

Finally, the database application for Twin Co. E911 project is discussed.
