Using ArcInfo To Value Infrastructural Assets In New Zealand

Already in use by over half of all cities and district councils in New Zealand, new auditing and accounting regulations for infrastructural assets are creating new roles for many of the country's leading GIS experts. While many of their public works counterparts in the United States struggle to simply determine how miles of sewer or water main that they manage, the Association of Local Government Engineers of New Zealand (ALGENZ) are being required by Audit New Zealand, a governmental body, to adhere to some of the most stringent accounting treatments of public works assets in the world.

The purpose of this paper will be to describe the requirements for accounting for fixed assets and how Esri's ArcInfo and ArcView 2 products are playing a key role in its application. Also discussed will be the role of GIS in determining initial valuations and return on investment (ROI) and return on assets (ROA) as cities seriously consider third-party management and privatization alternatives.
